The Vinča landfill site has been accumulating waste for the last 40 years. The site is now destined to be cleaned up and new facilities for the management of solid waste will be constructed.
Belgrade's new facilities are the result of a joint investment project involving international lenders. The European Bank for Reconstruction and Development (EBRD) is lending €72.25 million for the project and has also arranged a further loan of €35 million to be used for the project. Concessional finance of €21 million will be funded by Taiwan ICDF and mobilised by the EBRD.
Alongside this more funding will be available from the International Finance Corporation (IFC) providing around €72.25 million and Oesterreichische Entwicklungsbank (OeEB) lending the project up to €35 million.
Beo Čista Energija Ltd will be in charge of managing and utilising the investment. The company has been formed for the purpose by SUEZ (a global utility company, Itochu, a Japanese conglomerate and the Marguerite Fund, which invests in energy, transport and renewables across the EU. These three entities joined with the city of Belgrade back in 2017 when they entered into a large-scale PPP covering environmental infrastructure.
This is a 25-year agreement which represents the largest scale public-private partnership for environmental infrastructure in the Western Balkans.
